Windows 2003 block outgoing connections using IPsec

Windows 2003 Firewall blocks only incoming ports.

In the need to block SMTP outgoing

Download Windows XP support tools from: http://www.microsoft.com/en-us/download/confirmation.aspx?id=18546 (also attached here)

Extract IPSeccmd.exe from archive and run from CMD:
